Utility Hand-Offs Coordinated With Your Move
Dubai Electricity and Water Authority (DEWA) Move-In activation is triggered automatically through the Ejari–DEWA integration once the new Ejari is issued, with a refundable security deposit of AED 2,000 for apartments and AED 4,000 for villas. DEWA activation typically completes within 15 working hours of the security deposit payment. At the old address, Upsleeve raises the DEWA Move-Out final bill request at least 3 working days before move-out so the clearance certificate is ready for landlord handover.
District cooling clearance is the second hand-off. Properties in JLT, Business Bay, Dubai Marina, JBR, DIFC, Discovery Gardens, and Palm Jumeirah are served by Empower, while Emicool and Tabreed serve other communities. The clearance certificate is requested through the provider’s e-services portal alongside the DEWA final bill, and a landlord NOC is required where the cooling contract is terminated mid-term. Upsleeve aligns the move-out date with both clearance windows so the landlord’s security deposit refund is not held up.
